An AFCEA Liberty Bell Chapter Meeting was held on February 7, 2006 at L-3 Comm facilities in Camden New Jersey.  About 41 members and prospective members attended.

L-3 graciously provided not only meeting space but also refreshments or a light dinner for all attendees.  Additionally, Greg Roberts, president of L-3 Comm’s eastern operations welcomed the chapter, our guest speaker and provided a brief history of the L-3 Comm operations in New Jersey.  Like so many other local organizations, they can trace their roots back to RCA Victor of the 1920’s.

Our meeting began with a pledge of Allegiance, a invocation by Axel Anaruk  and various business announcements, including a report by treasurer, Chris Yates, on the good health of our general and scholarship funds.

 The meeting’s highlight was an address by our guest speaker,  Dr. David Boyd from the Department of Homeland security.  Dr. Boyd did an excellent job calibrating the local membership to the vagaries of conducting research at the federal level when the beneficiaries of such research are at the local and state level.  It became quite obvious that the DHS faces a problem set not unlike the DoD and the military services, and that each of those organizations would do well to leverage each other’s successes and experiences.

After  chapter president Mark Meaders brought the meeting to a final close, L-3 Comm provided interested attendees with a communications Hardware demo in Coast Guard Lab

Col Earl Matthews, Director of Information & Communications and CIO for Air Mobility Command, presented his list ("My name is Earl, and I have a list") at a chapter dinner near McGuire AFB, NJ.  His list included past, present, and future initiatives that shape the way mobility forces enable the fight.  He pointed out the command has made great strides in getting the network and infrastructure right.  Col Matthews sees the content and information areas, especially electronic records management as the next critical focus.  “We have to be able to manage and leverage the warfighters’ information,” said Matthews.  He also talked about technologies such as RFID to make our logistics functions more like commercial transportation companies to provide in-transit visibility from the “factory to the foxhole.”  Chapter President Mark Meaders thanked Lockheed Martin, L-3 Communications, and OpenText Corporation for their sponsorship at the McGuire dinner, and NortelPEC and OpenText Corporation for their sponsorship at the Dover lunch..  

All proceeds from both events were donated in Col Matthews' name to the chapter scholarship fund.  Additionally, three helmet upgrade kits worth $300 were given to three deploying or deployed troops from our area [more].  For more information, see OperationHelmet.org

April 12, 2005 Lunch 1230 - McGuire AFB, NJ Club Guest Speaker - Special Agent Jeff Lowe, US Secret Service, Electronic Crime Task Force [Flyer]

The Philadelphia Chapter of AFCEA held a meeting at the McGuire AFB, NJ Officers Club on April 12, 2005. The guest speaker was Special Agent Jeff Lowe of the US Secret Service Electronic Crimes Task Force. Lowe discussed the history of the USSS, the Electronic Crimes Task Force, and current trends in Electronic Crimes. One of the interesting changes is that past hackers were interested the thrill of the attack; today’s hackers are in it for the money. Lowe spoke about the new partnering initiative embraced by the task force which includes not just government organizations but the private sector. Lowe also covered computer fraud, identity theft, phishing, skimming and counterfeit credit cards.

At the event, Maria Ferry of BiStar Corp and Mark Meaders of AXS-One Inc. were recognized as new corporate members. Advance Technology Council was recognized as a Gold Scholarship Sponsor for the chapter's scholarship program. 


April 13, 2005 Lunch 1200 - Dover AFB, DE The Landing Guest Speaker - Brig Gen (S) Mike Basla (confirmed) [bio] [Flyer] [Presentation]

Brigadier General (Select) Mike Basla from the Operational Support Modernization Program at Headquarters USAF presented his thoughts on the program to the AFCEA Philadelphia Chapter at the Dover AFB Club on April 13, 2005.  Basla said, "This program is leading an evolutionary transformation of operational support from a functional focus to a focus on the warfighting commander's needs.  It will provide a 'Common Operational Support Picture' to that commander."  The program involves reengineering the functional processes and leveraging the power of centralized authoritative data sources.  Basla said the program defines and builds operational support services based on the demands of operations and ties all functions to mission capability.  At the end state, the Air Force will have: support for flexible mission re-planning performed in near real-time; integrated deployment management with a predictive view of people, materiel, transportation, and installations; achieved total workforce visibility (Active, Reserve, Guard, Civilian, Contractor) and Virtual Unit Management; predictive asset visibility including availability to promise; and, enabled sense and respond logistics.

Brig Gen (Select) John Pray, Commander of the 436th Airlift Wing, also addressed the chapter and reiterated the need for the critical need to support the warfighter.  Lt Byron Hall of the 436th Communications Squadron was the master of ceremonies.  Chapter President Mark Meaders presented Gen Basla with the Philadelphia Chapter's traditional Liberty Bell memento. Major Dave Schilling presented the Dover AFB Airmen Leadership School a $100 donation in Gen Basla's name.  Advanced Technology Council (www.atc-expo.com) was recognized as a Gold Scholarship Sponsor.  AXS-One Inc (www.axsone.com) and  VBrick Systems (www.vbrick.com) were recognized as Silver Sponsors.

During the Technology Fair that preceded the chapter meeting, members of AFCEA, including Rob Corey, Lt Chris Yates, Mark Meaders, and Lt Col Rizwan Ali, manned a booth and talked over 100 interested people about the benefits of joining and taking active part in AFCEA events.

The event began at 1100 with a social period, followed at 1130 with a presentation on the US Army Logistics Modernization Program.  Lunch was served at 1245.  An optional tour of SAP’s Network Operations Center was at 1315.

Our guest speakers were Mr. Paul Capelli Program Director of the US Army’s Logistics Modernization Program, and Ms. Sheri Thureen, Program Manager for LMP for Computer Sciences Corporation.  They presented an overview and the lessons learned of a program that some have described as nothing less than a complete reengineering of the US Army’s logistics management system.

The Logistics Modernization Program is a key component in the Army’s major transformation to become more responsive, deployable, agile, versatile, lethal, survivable, and sustainable. This transition requires the Army to exploit technology, eliminate activities that do not add value, and develop processes that result in sound and timely decision making. The only way for the Army to meet this challenge is to find a way to capitalize on the dramatic business process and technological advances that are occurring in the commercial world.


Dec 11, 2004 - JRB NAS Willow Grove - Guest Speaker: Col Mike Harper, AF-CIO.  Photos and Presentation

Col Mike Harper, USAF, Director System & Technology AF-CIO, was the guest speaker at the Philadelphia Chapter’s December meeting at NAS JRB Willow Grove, PA.  He spoke about the Air Force enterprise and the strategic role of the CIO, emphasizing the need to focus on the information, not the technology, in order to quickly and reliably support the war-fighters’ mission – in AF terms, shorten the kill cycle.  He talked about the successes that have been seen in consolidation of email and file servers, but the tough work of application and data consolidation is ahead.  Col Harper stressed to the audience of Navy personnel, Marines, Airmen, and civilians the importance of joint operational cooperation; that very little is done in a service-unique environment.  Two AFCEA Educational Foundation scholarship winners, Midshipman Chad Cronauer of Villanova and Sedofia Gedzah of Temple, were presented with a token of liberty by Chapter President Mark Meaders.
